Immigration occurs when people from other countries enter another country to seek employment and live there permanently. The United States opened its doors to immigrants but only to a certain limit that is determined annually. Immigration has been an issue that the government is trying to address as the growing population of immigrants has affected the people and economy of the country. Immigration has both benefits and negative effects. Isaac Hourwich, a labor economist argues against the restrictions of immigration in America.With regard to the exacerbating conflict in immigration, the international market has contributed much to it. The severe damage and breakdown of economies around the world including the social and political structures have made the lives of people more difficult. The destruction of the environment is also a problem since resources are slowly drying up in other ares. People can no longer survive in their own countries. The deficits in the national budget and th e rising debt have led to the financial crises in most nations.Programs for structural adjustment have been prioritized instead of social programs because this is a requirement for countries in making international loans. This neglect in the social conditions of the countries have led people to migrate to more stable economies. Improvements and advancements in transportation and communication have provided more opportunities for people to migrate especially if they are living under such poor conditions. The reports of the Dillingham Commission, a commission created by Senator Dillingham, on industries did not take into consideration the reaction of the American workers.Immigration hurt the workers in so many ways and this was reflected in racial terms. The book of Isaac Hourwich, â€Å"Immigration and Labor†, answered the report of the Dillingham Commission. Hourwich argued that the massive unemployment in 1912 was due to the inconsistencies in the demand distribution because of the effects of the business life cycles and the presence of seasonal industries (1912). Immigration was capable of supplying a great but unnecessary unskilled workers that can cause the stimulation of the industries.Hourwich also argued that restrictions on immigration will not help in the improvement of American workers. Changes in technology and prices were the factors that greatly affect the wages of American workers. Restrictions will only affect the labor or union movement and capital will be taken outside of the country. Hourwich also further declared that the assumptions of America regarding the labor market and immigration were not correct. One assumption is that because of immigration, too many people are going after a small number of jobs – the result of which causes wages to fall.Critics of the immigration policy wanted to restrict if not ban it in the country. Hourwich argues that immigration restriction is not the answer. The rate of economic expansion is far greater that the rate of immigration. He went on to support his statements with economic data he gathered from state and federal governments. Immigration occurs in free and open capitalist economies such as the United States. Immigration responds to the demands of labor. When the demand for labor increases, the occurrence of immigration will also increase.The rise and fall of the demand for labor is an effect of broader economic activities. According to Hourwich, the immigrant labor supply is dependent on free competition in the market. The immigrant labor supply can be likened to any other commodity. There are times when the supply will exceed demand and some instances may show that demand exceeds supply. However, in the long run, the labor supply will be able to self-adjust with demand. Immigration does not displace American workers (Hourwich 1912). Hourwich reminded critics of immigration that capital is broad and international.The rate of production has developed in the United States because of capital brought in a sufficient labor supply. If however, a shortage of labor will be created because of immigration restrictions, this would result in the increase of wages and profits will decrease below the average of other nations. The scenario can only stimulate more American capital to make an investment elsewhere in foreign markets. The American industries will slow down. Capital will take advantage of the industrial development of other countries who provide cheap but skilled labor.American commodities produced by better paid American workers cannot compete in the global market because of the presence of products made by Siberian or Mexican laborers financed by American capital. The competition will result in the displacement of some American workers. The normal ratio between the active labor and reserve labor will be restored which is significant to the development of the industrial system in the United States (Hourwich 1912). If locals or native Americans will compete with immigrants in terms of labor, locals would have to reduce their expectations for a higher salary.Employers might want to hire immigrants more because they would only pay for low wages. Immigration increases the supply of labor. More and more people are competing for jobs. It is more difficult for natives or locals to start a small business because competition is high in the job market and they are forced to settle for low wages in order to have a job. Immigrants are also determined and motivated to succeed in the United States because they left their home country for a better life and even support family members back home.This drive makes them save more and spend less for the future. For them, getting lower wages will only lead to something great in the long run. Setting up a small business is not that hard to do once a person has the capital or the funds to support it. Immigrant business owners may not be afraid to take risks because operating a business of their own is a dream. They would have to take risks to see if they will succeed. As more new businesses open, this increases the competition in the market.Locals will have more to worry about as the products and services that are offered by the immigrants may be better and unique than their own. Hourwich and his arguments provided valuable insights on the negative effects of immigration restriction to the American economy in general. Traffickers may operate on their own, with their families or some are in more organized groups. Since it does not require a lot of skills, governments with young unemployed youth might find their youth getting involved in the field. Another issue is that once these victims are trafficked and are not able to escape, they fall victim to the â€Å"human trafficking disease† and become traffickers themselves, thereby making it hard to have victims come forward and speak against the trade. Corruption plays a great part in allowing this trade to continue. It is important to note that laws against trafficking vary from country to country, so it is important for one to verse themselves on the laws of each country. However, universally all countries are against trafficking in the books, but the difference might come when it comes to enforcement of the laws. Police corruption in some countries plays a big part in lack of enforcement of the laws. Some police may get payment from the traffickers to look the other way. Victims are encouraged to seek help from organizations that deal with helping individuals free themselves from human trafficking. The best place for trafficking victims to seek refuge is through non-governmental organizations (NGO). NGO’s offer victims a safe place to recover with support from fellow survivors and advocates. Services offered at NGO’s may vary but most will offer temporary shelter, clothing, food, healthcare, counseling and career exploration. The Issue sometimes becomes that the victims will not want to seek help from such places because of fear and shame. Some victims may have contracted sexually transmitted diseases and may have been mentally and physically abused to the point that they feel that they are not worthy and whatever the traffickers tell them about themselves is what they believe. The complex root problems and the limited degree of awareness are factors that make it difficult to fight human trafficking. War, natural disasters, poor social and economic conditions and lack of assistance for victims have helped exacerbate the problem. The trafficking social, psychological and healthcare costs are high to governments. However, these costs are small compared to the long term effects trafficking may do to a nation. The constant irregular migration decreases the human capital and affects the social fabric of the nations affected. Although the human trafficking issue seems like a problem too big to handle, advocates however have not given up. Many inter-governmental bodies, donors, and NGO’s have started addressing the issues from different angles. Some organizations want to start tackling the issue from the source by helping with prevention, re-integration and awareness at the local level. U. N. offers help to nations by helping them draft laws and create national anti-trafficking laws. However, translating the written laws into practice is where the problem lies. Very few individuals have been arrested for human trafficking crimes. The only way governments will be able to help reduce the human trafficking problem is mostly through aggressive awareness programs, whereby curriculums are set in schools with such awareness in mind. Stiffer penalties for traffickers should be implemented, better corporations among governments in releasing information about criminals, a support system whereby people are able to go to seek help, governments should work together to have technology that can dictate fake documents such as passports and border enforcement should be funded and made more stricter. Since most of trafficking occurs during periods people are desperate, it is important that whenever a war breaks out, or there is a natural disaster, governments and NGO’s should take more precaution in verifying the final destination of refugees, and probably do a follow up to ensure that those refugees are safe wherever they stated they were headed. Human trafficking just liked drug trafficking needs humans to move the goods, so the only way to help alleviate the problem is for governments to improve the living conditions of its citizens and offer its citizens satisfactory employment that will keep them away from human trafficking.

Though it was officially banned in India there still remains a part of it in the minds of Indian people. It has been much seen in rural areas than in urban areas as the people in urban area are more educated. As a part of this there have situations of lower caste being abused even now in certain regions. Practicing untouchability and caste differentiation is legally forbidden in India. Caste system leads to what is called a social exclusion. It means the inability of an individual to participate in the basic political, economic and social functioning of society (Thorat,S,Newman,K.(2007).pg4121). Entitlements to all theses powers become narrower as it moves farther down to the hierarchical levels of the caste system. Jobs usually regarded as degrading are usually done by the lower caste (dalits) and the best example being the manual scavenging. Manual scavengin g is the worst surviving symbol of caste untouchability in India which drives people into degrading jobs just because their birth in particular class. According to one of the leading newspapers in India, The Hindu, there has been an incident of a woman who was born into a family of manual scavenging who physically scraped the human excreta on the latrine floors and carried it away in a basket. While doing her work she slipped from a narrow wooden staircase and broke her foot to which none of her employers were willing to lift her even in this state just because they thought touching her was polluting. She was then picked up by a pincer of logs and her family took her to the local dispensary. Such sickening behaviour of the individuals is as result of the caste system or it can be even termed as evils of caste system. Government of India took steps to outlaw this practice but however these governments have a long tradition of insolently disobeying their own laws if they are pertainin g to uphold the rights of the poor. Finally an extraordinary campaign named the Safai Karmchari Andolan(SKA) used non-violent mass-resistance, community organisation and the courts to force governments to end this centuries old practice.(The Hindu, May 9.2010) In the western countries like United Kingdom, it is commonly found that people end up marrying the people they work with. But this has not been the case with the Indians. In modern corporate India when people enter into an organisation they do not have the intention of getting married with the people they work with. Moreover they share the relation that of a friend. But that does not mean that none of them end up getting married. I come from a state called Kerala which is situated in down south of India and there are people from lower caste who are educated and hold a white collar job. Some of them might end up marrying their colleague who may not be from the same caste or even from the same religion. This change of attitude in people of Kerala is more or less due to the education and knowledge given to them. To go a little deeper into the prevalence of caste in Kerala back in period, I like to bring to notice a saint and a social reformer named Sree Narayana Guru who battled against the discrimination of the lower caste by upper caste. The caste system was rampant in Kerala during the 19th and early part of 20th century. As mentioned before caste was based on the job each one did. A lower caste had to go through a number of rules such as one should not enter temples, not allowed to wear slippers, should not be seen within a certain distance of the upper caste. Anyone defying these rules are subject to hideous punishment s like cutting of hands etc. All this outrageous acts by the upper caste was put to an end by this great soul Sree Narayana guru who led a social revolution against this terrible system. However, this movement by this great soul infuriated only the extremely orthodox but was accommodated by the majority (M.S.Joe,March 18.2010). This revolution was perhaps one of the most nonviolent revolutions the world would have ever experienced. He built temples and wrote hymns which could be used by people in any religion. The government thus changed their legislation wherein the lower castes were allowed to enter temples run by upper caste. This temple entry proclamation was equally accepted by people throughout India including the the Christians and the Muslims(Govt of Kerala. Accessed on 7-7-2010) .Later on he opened the gates of education by building schools where everyone could attend the sessions and thus produced a high proportion of educated people. Though he masterminded this entire peaceful social revolution and achieved freedom for the unprivileged he is little known outside Kerala (Sree Narayana guru Mission of the UK, 1978.accessed on 1-7-2010). Caste does not pose a great problem in the present scenario. These have been situations were a high caste and a lower caste work together without any chaos. In an organisation, a lower caste can be a manager and a Brahmin can be in the lower cadre and this is entirely based on the talent and skill of the employee and caste system does not actually come in the way. This is the case of modern India thanks to the valuable education system. But when it comes to politics within the organization there may be biasness happening between different individuals of the same caste or religion. However this could been seen across the world and not just in India. A question might come up in the minds of Non-Indians regarding the functioning of caste system in India which accommodates people with different concepts and ideas of the same. I would like to throw some light on this issue by illustrating certain events that have been happening in India which shows that the two ideologies of caste being i mportant and unimportant co-exists in this same country. In spite of the proclamation of temple entry made by the Maharaja of Travancore in Kerala sixty years ago, there are still issues happening around relating to the caste system. To bolster this argument, an incident that happened in Kerala, where one of the famous playback singers named Yesudas who is a catholic was denied the entry into one of the famous temples in a district in Kerala. The reason him being a non-hindu and the irony behind this is that the temple authorities still plays the songs sung by him in the temple though they may restrict his entry into the temple. Another such incident was witnessed by the people of Kerala when the Union minister for Overseas Indian Affairs Vayalar Ravi was humiliated or rather saddened due to the fact that a ceremonial purification was done in the temple after he had his grandsons ceremonial first feeding. The reason being his wife who was a Christian is supposed to have polluted the temple by her visit (India today, June 18.2007). This purification was done by the high priests of the temple who are the Brahmins. There are issues happening in northern India as well. There was an issue which dates back to 1936 before India got its Independence from the colonial British rule. An untouchable in a village called Chawara in the Jaipur state was beaten up because of the fact that he gave a dinner to his fellow untouchables where he served Ghee which was considered as a luxury for the rich(Dr.Ambedkar.B.R,(1944).Accessed on 7-7-2010). Such disheartening practices are not to be seen now though a glimpse of it still remains in rural parts of India. It is distressing that such system does exist today to a certain extent due to a certain extremely orthodox section of the society. However this small segment is being alienated in the present scenario because of their conventional attitude. Going back to the caste system and marriages in India, as we discussed before, arranged marriages are accepted more than love marriages. He hails from an untouchable family where his father was a traditional healer and could not afford a good education. In spite of this he came up the ladder because of his hard work and talent and occupied the most competent post of becoming the President of a Nation. From the above illustration it can be evidently seen that caste system does not come in the way of a person while choosing his profession in the modern corporate India. However this modern corporate Indian can be caste conscious in various other situations like marriages. The higher caste manager in an organisation may not have any issues in working with a low caste employee but on the other hand he would not allow his children to marry an outcast. Yet, as mentioned before, it differs from one individual to other. Hinduism has a noteworthy effect on the Indian society and spirituality is the base of a majority of Indians. The Holy book of Hindus Bhagavad Gita has the true definition of caste system that prevailed in the ancient India compared to which now the meaning of it have been distorted according to the needs of certain individuals or missionaries. They have been divided on the basis of three qualities or Gunas which are mainly Satva(Goodness), Rajas(Passion) and Tamas(Ignorance) and these are attributed to Brahmins, Kshtriyas and Vaishyas, Sudras respectively. These mental temperaments differ from person to person which makes them fall into a particular Varna or caste. However later on the power politics in the early middle ages in India, the communal feeling came up in certain individuals mind and therefore completely disregarded the meaning of the verse mentioned above. The Brahmin, who comfortably interpreted these lines according to his will and thus changed the whole idea of the caste system. The definition of varnas discussed so far not only helps in removing the present misunderstanding but also showers us with some data to recognize its true signifi cance that a person cannot be a Brahmana by mere birth but only with good deeds, intentions and thoughts that he carries along with him. It also says that he alone is a Brahmana whose thoughts are sattvik (goodness) as his actions are. A Kshatriya who is rajasik in his thoughts and deeds. A sudra who is Tamasic(ignorant) is not only one who lives a low life for satisfying his base animal passions and flesh appetites. Hindus also believe in the concept of re-incarnation which says that a persons current incarnation and experiences are at least in part, the fruit of past action (J.R. Milner Murray.1993). According to the Hindu belief, an individual is said to be born as a Brahmin if he had done good deeds in his past life and born as a lower caste if done something bad. The law of karma or merit is what is considered here. But at present there is no firm evidence that people actually live according to such concepts.

Everyone will need assistance or equipment of some kind, although many people with learning disabilities, physical and/or sensory impairments, mental health support needs, long-term health conditions or who experienced frailty associated with old age, will have additional needs for assistance. Although these additional needs for assistance and equipment may be met, it is not always giving people choice and control over the matter, others will decide on behalf of them which can lead to segregation and social exclusion. It is necessary for everyone, whatever their impairment, to express preferences and therefore express choices about their needs and how they should be met. What evidence is there that it is an issue? With reference to Christensen, K. (2010), The late 20th century rhetoric about empowering people by providing them with more independence in their lives has recently emerged within developed welfare states and led to the introduction of cash for care systems in many European countries. These systems allow local authorities to pay people cash instead of providing care if they are assessed as eligible for community care services and are willing and able to manage the payments alone or with assistance. What evidence is there that different policy options will affect the issue? The Prime Ministers Strategy Unit produced their final report on, Improving life chances of disabled people, in January 2005. Within this report it sets out an ambitious programme of action that will bring disabled people fully within the scope of the opportunity society. By supporting disabled people to help themselves, a step change can be achieved in the participation and inclusion of disabled people. This report sets out a strong vision for improving the life chances of disabled people, which is needed to help disabled people face fewer disadvantages. It is never going to happen straight away so they give themselves a 20-year vision: By 2025, disabled people in Britain should have full opportunities and choices to improve their quality of life, and will be respected and included as equal members of society. This report plans to have big changes as a result of this strategy, to make these changes the strategy will empower and involve disabled people, personalise the support they receive and remove the barriers to inclusion and participation. Independent living is more than about being able to live in their own home, its about providing disabled people with; choice, empowerment and freedom. For the government to give disabled people more choice and control over their care The Community Care (Direct Payments) Act was introduced in 1996. With reference to the Directgov website, Direct Payments are local council payments got people who have been assessed as needing help from social services, it gives the individual the chance to arrange and pay for their own care and support services instead of receiving them directly from the local council. Direct payments and individualised budgets are central to the UK governments independent living strategy for disabled people to live autonomous lives, and have the same choice, freedom, dignity and control over their lives as non-disabled people (ODI, 2008:27). While Direct Payments have delivered important choice and control for some people, they are not suitable for everyone. Furthermore, the fragmentation of peoples needs across different budgets means that Direct Payments are not always sufficient to deliver a personalised and holistic response to individuals needs. The report, Improving life chances of disabled people, therefore suggests proposes that different sources of funding should be brought together in the form of individual budgets while giving individuals the choice whether to take these budgets as cash or as services. The overall aim would be to enable existing resources to be allocated and services delivered in ways that personalise responses to need, and give disabled people choice over how their needs are met. The Independent living strategy was published in 2008 and its aim was to ensure that all disabled people, including those with significant learning disabilities or other forms of cognitive impairment (including dementia), are enabled to have choice and control over how their support needs are met, and also to have greater access to housing, education, employment, leisure and transport opportunities and the participation in family and community life. Nathaniel Hawthorne was born into a family that possessed prominent Puritan ancestors, and the shame he experienced as a result of their actions, as well as his odd fascination with them, had a significant impact on his life and his writings. Though it would be an overstatement to say that Hawthorne's knowledge of the Puritan way of life was his only source of inspiration, this knowledge was certainly influential as it is often reflected in the majority of his work. Born in Salem, Massachusetts in 1804, Hawthorne was born in a town whose Puritan past is well-known as a result of the infamous Salem witch trials. Though he was born well after the time of the Puritans, growing up in a town so steeped in Puritan history is likely why his knowledge of Puritan life was so extensive (Means 1). The reason why Hawthorne was so interested in his Puritan ancestors of Salem was the fact that his great-great grandfather, John Hathorne, was a judge during the Salem witch trials. Also, his great-great-great grandfather was a member of the General Court of Massachusetts and Hawthorne did extensive research into the punishments that his great-great-great grandfather placed upon the sinners of Salem (Barna 2). Hawthorne was so repulsed by these connections that when he began publishing his work he changed his surname to Hawthorne in place of his original surname of Hathorne. While some may argue that Hawthorne was supportive of Puritan doctrine, because of the fact that he often discussed the folly of sin and was viewed as being fairly conservative for seeing sin as an inherent part of human nature, it is not true that he admired the ways of his Puritan ancestors.
